Heggies Pty Ltd was engaged to assess a proposed residential apartment development for compliance with SEPP 65 amenity objectives with particular reference to proposed light-well voids servicing each apartment.

In recent years aspects of residential apartment amenity have acquired a new importance in NSW, due to the influence of State Environmental Planning Policy 65 (SEPP 65) - Residential Flat Design Code (RFDC). SEPP 65, Principle 7 - Amenity - refers to items of Acoustic Privacy, Daylight Access and Natural Ventilation.
Heggies Pty Ltd was engaged to assess a proposed residential apartment development for compliance with SEPP 65 amenity objectives with particular reference to proposed light-well voids servicing each apartment.
Natural ventilation and day-lighting simulation was conducted using numerical modelling techniques to enable the determination of natural ventilation and daylight illumination levels within habitable rooms.
Acoustic privacy was assessed using unattended noise monitoring conducted on site and assessed against appropriate noise criteria based on DEC and LEP requirements.
In terms of ventilation requirements there are two criteria to be satisfied - ventilation rates need to achieve conditions that will satisfy volumetric air exchange for ventilation under the BCA but also achieve velocities useful for extended comfort conditions as intended in the RFDC.
The most apparent conflicts arising from the investigation was the ability of the light-well voids to provide ample natural ventilation and day-lighting to the apartments whilst also maintaining sufficient acoustic privacy between adjoining dwellings.
Heggies were able to resolve the conflicts identified through a series of integrated recommendations drawing upon the results of the quantitative measurements and analysis.
